What Is Covered by the 0% VAT Rate?

What Is Not Covered?

Scaffolding charged as a separate contract by a third-party scaffolding company. If your installer arranges scaffolding as part of their overall contract, it may be treated as part of the zero-rated supply — but a separately invoiced scaffolding hire will attract standard VAT rates.

Standalone battery retrofit — if you already have solar panels and are adding a battery storage unit months or years later, HMRC’s position on whether this qualifies for 0% VAT is less clear-cut. At the time of writing, many installers are applying 0% VAT to battery retrofits on the basis that batteries are listed ESMs, but this remains an area where HMRC guidance continues to evolve.

Electrical consumer unit (fuse box) upgrades if invoiced separately from the solar installation — these would attract standard VAT.

Repairs and servicing of existing solar panels — standard 20% VAT applies.

How Much Does 0% VAT Save on Solar Panels?

A 5–10kWh home battery (such as a GivEnergy or Tesla Powerwall 3) added to a 4kW solar installation could save an additional £400–£600 in VAT compared to installing it separately under a different contract.

Battery storage improves your self-consumption rate — the percentage of your solar generation that you actually use in your home rather than exporting. A 4kW system without battery storage typically achieves around 35–40% self-consumption. Adding a 10kWh battery can increase this to 55–65%, significantly boosting your bill savings.

Who Qualifies for the 0% VAT Rate?

The 0% VAT rate on solar panels applies to all residential UK homeowners — there is no means-test, income threshold, or property requirement. Renters may also benefit if their landlord is installing solar panels (and the landlord will pass savings to the tenant through reduced bills, for example through a license to occupy with all-inclusive energy).

  1. The installation must be in a dwelling — a property used as a private home
  2. The supply must be by a VAT-registered installer
  3. The solar panels (and related equipment) must be supplied together with installation under a single contract
  4. The installation must be on a residential property in Great Britain (England, Scotland, Wales) — note that Northern Ireland has different VAT rules

Commercial properties (offices, shops, industrial units) do not qualify for the residential zero rate. Solar panels on a commercial roof attract 20% VAT — though VAT-registered businesses can usually reclaim input VAT.

How to Verify the VAT Rate on Your Solar Quote and Invoice

When you receive a quote or invoice for solar panel installation, verify the following:

  1. VAT rate clearly stated: The quote should show 0% VAT or “Zero-rated — Energy Saving Materials (Finance Act 2022, s. 30 and Sch 7A)”
  2. Single combined contract: Supply and installation should not be split into separate invoices with different VAT rates applied

London and Surrey properties do, however, tend to see higher installation labour costs than the national average, due to higher wages and more complex roof access requirements in densely built areas.
